A Consolidated Return will be filed in regards to the Upset Sale with a Confirmation Nisi Ad to run in the newspaper after the Order is signed.
The fee associated with this will be divided and added to each property listed in the ad.
Reminder Letters will be sent out advising of the taxes that have been turned over by the tax collectors, or if there are any outstanding balances for previous years taxes.
There is a $3.50 fee that is associated with this process.

The Tax Collectors turn in the unpaid taxes. We cannot take payments on the taxes that have not yet been received or entered into our system. There are 24 districts within the County so this can take a few weeks to be completed. Once a district has been balanced, we will then begin taking payments on those taxes. Please feel free to call and see if your district is balanced before making a trip to the courthouse.
If time permits, Reminder Letters are sent out advising of the taxes that have been turned over by the tax collectors, or if there are any outstanding balances for previous years taxes. This step may be skipped if there are issues with the Settlement Process.
This month we will have the Sheriffs Dept. begin service on any lien holders or parties of interest in the properties that we have going to the Judicial Sale in June.
Notice of Return & Claim mailer will be sent out by certified Mail on the new taxes that were turned over in January. YOU MUST PICK UP THIS MAILER! If you do not sign for the mailer, (requires a signature by Law) it MUST be posted on the property. This means that someone WILL come to the property and tape the notice to your house.
On April 1st the Upset sale process will begin on any property that is not under a payment plan with two or more years delinquent taxes We will no longer accept any personal or business checks for any property that is 2 or more years delinquent on taxes. You will either have to pay by Cash, Certified Check or Money Order in order to stop the Upset Sale.
The following fees will go on the close of April 1st or the next business day if the 1st is on a weekend or holiday:
- Prep of Sale fee - 25.00 per property.
- Electronic Database Search fee - 15.00 per property.
- Notice of Sale Mailer fee - 12.00 per mailer sent out Certified Restricted per interested party
- Notice of Sale Posting fee - 25.00 per property;
- Notice of Personal Service fee - 30.00 per attempt (2 attempts total) for owner occupied;
- Return & Claim Posting Notice fee - 25.00 for all properties that the mailers in March were not signed for and picked up
As you can see there are a lot of fees associated with the sale process. The best way to avoid these fees is to either have the taxes, that are two or more years delinquent, paid off or be put under a payment plan (if you qualify for a payment plan) by the end of March.
Payment Plans are available for owner occupied properties, as long as you qualify and have not defaulted on a prior plan within 3 years of requesting a new one. If you have defaulted on more then one payment plan you will no longer qualify for any payment plans on any properties. Please feel free to contact our office to discuss your options.
This month an Ad will run in the Altoona Mirror, the Tyrone Daily Herald, as well as the Blair County Legal Bulletin regarding the Petition for Writ of Scire Facias. The ad will run once a week for 3 weeks and then a hearing will be held after the 3 ads. This is regarding anyone that we could not get personal service on for the properties that will be in the Judicial Sale in June. (The fee for this ad will be divided evenly between the parcels affected by the ad.)
We also will run an Ad for the Judicial Sale this Month and the will be added to any property set for the Sale.
POSTING & PERSONAL SERVICE NOTICES WILL START THIS MONTH
Posting Notices will be printed for all Notice of Return & Claims that were NOT picked up.
Posting Notices for all properties going to Upset Sale in September will be printed and the appointed posting company will begin posting. If you pay after the posting company has the notice, we will not guarantee that we can stop the posting
The fee associated with this service is $25.00 per property & 30.00 Per attempt on personal service
Our Judicial Sale will be held on (Date Pending for 2019) and begins at 9:00AM in the Commissioners meeting room, Room 22 at the Blair County Courthouse. Registration starts at 8:00AM and ends at 8:50AM before the sale begins. You must register if you want to bid on any properties in the sale. The only way to contact our office on this date is in person after 1:00 PM.
Results from the Judicial Sale will be posted here on the website within a few weeks after the sale.
Owners wanting to pay to remove their property from the sale must do so by June 19th with certified funds (Cash, Certified Check or Money Order)
Please be aware that due to high call volume after the sale you will have a hard time reaching our office by phone. Also be aware that we will be unable to listen to and/or return calls left on the answering machine at this time. It is in your best interest to keep trying to reach us by phone.
The last (guaranteed) day for a homeowner to pay their property taxes that are 2 or more years delinquent, to avoid their name being advertised in the Newspaper for the Upset Sale is July 31st. This ad will run in the Altoona Mirror, The Tyrone Daily Herald and the Legal Bulletin one time in August.
Please be aware that if the ad list is printed and sent to the Newspapers IT WILL NOT BE CHANGED FOR ANY REASON. This means that if you pay the day after the list is done your name WILL NOT come out of the paper.
Newspaper Ad list of properties for sale by Upset Sale will run in the Altoona Mirror, The Tyrone Daily Herald and the Blair County Legal Bulletin.
Once the ad is prepared and sent to the listed papers it WILL NOT BE ADJUSTED in any way. If you pay after the required date your name will still appear in the paper.
We will hold our Upset Sale this month, on (Date Pendin for 2019) in the basement of the courthouse. Please see the Conditions of this sale under the Upset Sale tab on our website.
The properties that were not sold at the Upset Sale will now be going to the sale in June (Judicial).
After a property has been exposed to the Upset Sale and does not sell, the only way to stop the Judicial Sale is to pay the balance in full by Certified Check, Cash or Money Order.
Procedures and practices for the Blair County Tax Claim Bureau Office:
- As of April 1st of every year - No personal checks will be accepted as payment on any property that is 2 or more year’s delinquent in real estate taxes. Only cash, money orders and certified checks will be accepted.
- If you are only 1 year delinquent in real estate taxes, you may use a personal check for payment until April 1st of the following year.
- The office will continue to accept one-time installment payment plans for qualified delinquent taxpayers who have not defaulted on prior agreements.
