Act 132 of 2008 - Home Improvement Consumer Protection Act

The Homeowner Consumer Protection Act (Act 132 of 2008) goes into effect on July 1, 2009. The law was written in an attempt to protect consumers from unscrupulous contractors who they may unknowingly hire to perform home improvements on their residential properties (when the total cash price of the work exceeds $500).

Contractors must register with the State Attorney General’s Office by July 1, 2009 and renew the certification every two years. The law provides criminal penalties for violation of the Act. Contractors will be issued a certificate and registration number, which must be displayed in all advertisements, contracts, estimates and proposals with consumers in the Commonwealth.
